American ingenuity needed

I would like to offer a possible solution to our energy crisis.
Let the American government offer a $50 million tax free award to the first person or persons that could produce a renewable battery to propel an auto 100 miles without recharging, and that would fit under a normal car hood.
Then we can sit back, and let American ingenuity go to work.
You could not offer this in a socialist society as the government would want to tax it all back.
