Contractors line up for Belleair Beach project

BELLEAIR BEACH – Nine building contractors have submitted their resumes seeking to bid on the city’s proposed new $3 million city hall.

Contracts were awarded by the Belleair Beach City Council Jan. 7 for asbestos removal and demolition of the 50-year-old octagonal city hall and its adjoining public works garage. The asbestos must be removed before demolition can begin, now projected to begin in February.

Work is also under way with city officials and volunteers wielding hammers, in the former home on adjacent Cedar Drive where city offices will be housed until the new city hall is completed.

City Councilman Rob Baldwin, who chairs the building committee overseeing the project, said his committee planned to review the submissions from nine builders at a Jan. 10 public meeting. At this time, he said, the builder’s financial records, resources, backgrounds and work histories will be reviewed.

The next step, Baldwin said, will be to cut the field to four or five contractors who will be asked to submit bids. He said the lowest bidder would usually be awarded the contract but another bidder could win the contract if questions are raised about the lowest bidder’s background or proposal.

A final decision on awarding the contract, he added, would be up to the city council.

Federal laws regulate removal of asbestos, once used as insulation in buildings but has been found to be a hazardous material that could cause cancer or lung disease.

The city awarded a contract for asbestos removal in the old city hall to Cross Construction Services for $1,200 to $2,000.

Demolition of the current city hall, public works garage and a vacant house on Cedar Drive (next to the house to be used for city offices) will be undertaken by a Clearwater company, Sonny Glasbrenner, Inc. The contract was awarded on Glasbrenner’s low bid of $22,700.

Last year Glasbrenner razed the former library building in Largo Central Park.

Also approved by the council at its Jan. 7 meeting was rental of storage units for city records during the construction project. Permanent records that don’t need to be accessed regularly will be stored at Public Storage, Inc., on Walsingham Road in Largo. It will cost the city $425 a month during the estimated one-year construction period.

A storage trailer will be rented, at $103 a month from Mobile Mini, Inc., Tampa, for records that will need to be accessible during the construction period.

Morgan Park Pavilion

In other business, the council appropriated $17,000 for final installation of a new pavilion in the Morgan Street Park. This includes contracts for three companies to install the pre-built building.

The council approved contracts with:

• Keystone Excavators to pour a concrete slab for the building at $3,108

• Richard Eaton Builders to install the structure on the finished slab for $8,850

• Gibson Roofing to build a roof on the structure at a cost of $2,145
