Shady deal approved in Belleair

Belleair – Florida, everyone knows, is the Sunshine State. There’s even a law called the Sunshine Law, but that didn’t stop the Town Commission Tuesday night from unanimously approving a big cover up – one the whole town will enjoy.

The deal is for the purchase and installation of two “mega shades” to cover the playground equipment next to the Dimmitt Community Center. The canopy-like structures will cost a cool $43,600, which includes $13,600 for installation and should be in place by the end of summer, according to Recreation Director John Yevich.

The best part is that taxpayers won’t have to sweat over the cost of this newest amenity. It’s being paid for by Dan Doyle Jr. of Belleair. The Doyle family has long been instrumental in the development of the community center, with its premier indoor sports facility named the Doyle Gymnasium.

The powder-coated stainless steel frame and CoolNet shade fabric canopy manufactured by Shade Systems Inc. will be provided by Swartz Associates, a Florida playground equipment provider approved by the Citrus County school board, and installed under a separate contract with Ryan Fitzgerald Construction of Mount Dora.

Assistant Town Manager JP Murphy said after the meeting, “The frame itself is rated for winds up to 150 mph and the fabric canopy would be removed before any storm.”

The two structures, which had long been sought by parents to protect their children from the harsh rays of Florida’s sunshine, when combined will cover more than 2,000 square feet with a cooling green and beige fabric.

The commission also approved the most recent invoice, $29,964.80, from Tampa Bay Engineering as part of the town’s agreement with the Florida Department of Environment Protection over the abandonment of the wastewater treatment plant.

Work completed this phase included, among other contract requirements, screening for hazardous waste materials such as asbestos and lead-based paint. Previously, the town has received invoices for just under $15,000 of the $45,000 contract to assess the abandoned plant for environmental hazards.

Tuesday’s agenda included a first reading of a proposed ordinance regarding the sale of boat slips at Seaside Marina to individuals outside the RPD. The attorney for the condo owners, Katherine Cole, made a last minute request to delay the hearing until January or February when more residents would be home from their annual trip north. Approximately 15 owners there for the hearing left following the approval for the delay leaving only a handful who chose to comment.

Lou White told the commission, “I’m the little old lady who owns the slip that hasn’t been sold.”

She went on to admonish the commission to protect the condo values of the owners at the Seaside Marina by creating a marketing plan and to inform the RPD as slips become available and enforcing the 1992 ordinance restricting boat slip sales to condo owners.

“Would you prefer hearing the purr of slip owners or the roar of 552 voters at election time?” she asked.

Following his report to the commission, police Chief Tom Edwards said that with the recent rise in gas prices his department was witnessing a spike in gas theft; he suggested consumers consider purchasing a key lock gas cap to protect themselves from this crime of opportunity.
