BELLEAIR – The Florida League of Cities recognized Belleair Commissioner Tom Shelly with a 2014 Home Rule Hero Award July 19 during a Suncoast League of Cities event. This award was presented to Shelly for his dedication to support and advance the League’s legislative agenda, protecting home rule powers for Florida’s cities during the 2014 legislative session.
Home Rule is the ability for a city to establish its own form of government and enact ordinances, codes, plans and resolutions without prior state approval. The Home Rule Hero Award recipients are local government officials – both elected and nonelected – who consistently responded to the League’s request to reach out to members of the legislature and help give a local perspective to an issue.
“Commissioner Shelly embodies the definition of a Home Rule Hero. By his actions, it is clear that he has devoted himself to the citizens of Belleair and this state,” said Florida League of Cities Legislative Director Scott Dudley, in a press release. “Commissioner Shelly is an active advocate for the Florida League of Cities and is always ready and willing to contact legislators on important issues. He is a true asset for the Town of Belleair and the League.”
Shelly was first appointed to the town commission in 2005.
