IRB City Commission wraps up final business for fiscal year

INDIAN ROCKS BEACH – Tuesday evening’s City Commission meeting opened with public comments including an announcement by Phil Wrobel, the newly appointed president of the IRB Homeowners Association, that the group will meet Wednesday, Oct. 18, 7 p.m., in the city auditorium to implement the My Safe Homes matching grant program for IRB residents.
City Attorney Andrew Salzman told the commission that, in response to questions raised at the last budget meeting, he was attempting to get confirmation from the state of the rule regarding a delayed adoption of a final budget. He went on to state that the city would be able to proceed with authorized expenditures without immediate budget finalization, but subject to the final millage rate.
Commissioners passed a motion to proceed with plans for the YMCA’s Sunset Serenade wine tasting fundraiser at the Nature Preserve Saturday, Nov. 18. Public Works Director Dean Scharmen volunteered to serve as city representative to the event, reducing the city’s cost from $348 to $175 for an off duty police presence.
The commission heard a report on group life insurance, accidental death and dismemberment, dental coverage and long- and short-term disability coverage for city employees and dependents. City Manager Al Grieshaber recommended renewing the cities current contract with Shenandoah Life.
There was some discussion regarding an increase in the cost of the coverage, however the increase, it was stated, was more than offset by a 20 percent savings in the overall health insurance program. The issue to renew the coverage was adopted unanimously with a note to include an advisory to the insurer that IRB intended to seek bids from alternative sources over the coming year.
Commissioners considered a recommended increase to city residents for water and sewer services FY 2006-07. The rate for residential, apartments, multifamily, motel, mobile homes and trailers, per unit per month would be $27.28, an increase of $3.56. For all nonresidential and mixed-use buildings based on a metered flow with a base charge of $14.32 per month, the increase will be $1.87. There is a two-tiered volume pricing calculator.
A proposal to waive the rental fees charged the IRB Homeowners’ Association and the Friends of the Library for use of the city auditorium to conduct their monthly meetings passed unanimously.
The commission considered a recommendation to continue, for another year, its contract with the Pinellas County Sheriff’s Office at a 17.6 percent increase. It was suggested that the contract’s consideration should be tabled until Sheriff Jim Coats could be invited to discuss future policing cost commitments. The resolution to table passed unanimously.
A 3 percent cost of living adjustment for city employees and an additional 3 percent set aside for merit raises passed by unanimous vote. The salary increases will take effect Oct. 1.
