Belleair town manager contract review on hold

BELLEAIR – Tuesday night’s Town Commission meeting was supposed to include consideration of whether to continue or terminate the contract of Town Manager Steve Cottrell.
Although there was some discussion, the commission decided that since Mayor George Mariani Jr. did not receive the contract until that night, the review would be postponed until the Nov. 15 commission meeting.
Commissioner Gary Katica commented on the length of the contract being three years when most contracts for town managers are for two years. He said he would prefer that the contract be for two years.
Commissioners Stephen Fowler and Bonnie Ruggles agreed.
Fowler read a favorable review of Cottrell given by the Public Works Department. The review was signed by 23 workers in the department.
“I think that this speaks volumes of his leadership and ability to run a tight ship,” Fowler said.
However, Fowler said Cottrell still needed to improve on his communication with the public.
“If the referendum on the power issue passes, and I think it will, I don’t want a new manager on board,” said Ruggles. “Steve knows the infrastructure of the town, he is intelligent and I believe he really cares about the town of Belleair.”
Ruggles added that everyone has their shortcomings, but agreed that Cottrell still had to work on his communication skills.
Mariani said that he had a number of issues he would like to discuss, but that he had not had the chance to review the revised contract. The other four commissioners had received a copy of the contract prior to the meeting.
Fowler, Ruggles and Tom Shelly agreed that the mayor should have time to look over the contract and decided to review the contract at the next meeting.
Cottrell announced that he was not chosen for the manager’s job in Islamorada; that it had been offered instead to Gary Word from Northville, Mich.
In other news, Cottrell said that the town received the completed Belleview Biltmore demolition permit application from Urdang and Associates’ attorney Roger Schwenke on Oct. 26, the same day the town’s new historic preservation ordinance was passed.
Attorney Nancy Stroud is now reviewing the application and it also will be reviewed by the Planning and Zoning and Historic Preservation boards.
The commission will meet on Wednesday, Nov. 9, 5 p.m., to declare official the election results of the Nov. 8 power referendum.
