CLEARWATER – The Clearwater City Council unanimously voted Oct. 4 to amend three rules pertaining to its own work sessions and meetings.
Previously, the council’s work sessions began at 9 a.m. on the first business day of the week in which the council was to meet. Under the new rule, it will start at 1 p.m. on that day.
Under the old rules, discussion of agenda items other than public hearings started with a staff presentation followed by questions from the council, public input, discussion by the council, a motion and second, and debate on the motion.
Under the new rules, discussion of items with ordinances or resolutions will begin with a staff presentation followed by questions from the council, public input, a motion and second on the agenda item, discussion by the council, a motion and second on the ordinance or resolution, further discussion by the council and a vote.
For agenda items not involving ordinances or resolutions, the motion process will start with a staff presentation, followed by questions from the council, public input, a motion and second on the agenda item, discussion of the agenda item, and a vote.
Rule 8 has been changed to say that motions should be discussed after they are made, instead of before they are made, as was previously the case.
