Financial guru lands finalist spot in statewide awards program

SEMINOLE – For a rather humble fellow who avoids the spotlight, Harry Kyne must be squirming these days.
Kyne just received notification that he is one of only five finalists in the Finance Official of the Year category in the Florida League of Cities’ annual Excellence Awards Program.
He is the only finalist from Pinellas County in this category. Other financial contenders are from Fort Walton Beach, Southwest Ranches, Belle Glade and Crystal River.
Kyne has served just over eight years as the director of administration and finance official. Efforts led by Kyne, as outlined on his nomination form, include support of the city’s annexation plan by designing “a personal financial analysis sheet that allowed citizens in the unincorporated area to determine if it was financially in their best interest to annex into Seminole.”
In addition, his financial management helped maintain a low millage rate that has been lowered or maintained for the last eight years. He was also instrumental in creating the Capital Improvement Program.
“The program identifies projects and equipment needs over a 10-year horizon and funds them in a way so the funds are available when the project is to be started,” stated the nomination form.
In the administrative department under his direction, Kyne has worked to create an electronic personnel evaluation form and a system to send out automatic management reminders. He was also instrumental in the city’s partnership with St. Petersburg College in building the Seminole Community Library.
From a community perspective, Kyne is active in the Florida Government Finance Officers Association at the state and local levels. He is president of the Gulfcoast Chapter. He has been involved as a booster president for soccer and chairman of the fundraising committee for track and cross-country.
“He is a great advocate for the city and role model for youth,” said Nanette Grasso, principal of Orange Grove Elementary where Kyne volunteers and his wife, Joanne, teaches second grade. “He demonstrates first-hand the community service traits we would like for all of our children to learn and experience while at school and throughout their lives.”
The final winners of the program will be announced at an awards banquet on Friday, Nov. 18, at the Hyatt Regency Orlando International Airport Hotel.
